I believe that angels were created during the Creation week for a couple reasons. First, Col. 1:16-17 does seem to indicate that the creation "process" all took place at the same time. Second, we know that angels are created beings, and Genesis 1 would seem to indicate that before Genesis 1:1 there was nothing except the eternal God. Third, Satan is an angel, and Ezekiel 28:15 says, "Thou wast perfect in thy ways from the day that thou wast created, till iniquity was found in thee." If Satan was created on a "day", and the first day was in Genesis 1:5, then angels had to be created the first week.
However, it should be noted that Job 38:4-7 would indicates that if angels were created during that first week, they were created right at the beginning. It says, "Where wast thou when I laid the foundations of the earth? declare, if thou hast understanding. Who hath laid the measures thereof, if thou knowest? or who hath stretched the line upon it? Whereupon are the foundations thereof fastened? or who laid the corner stone thereof; When the morning stars sang together, and all the sons of God shouted for joy?" This would indicate that the angels rejoiced at the beginning of the creation of the earth, which would mean that their creation proceeded it. Thus, angels were created before anything else.
Psalm 104:2-5 says, "Who coverest thyself with light as with a garment: who stretchest out the heavens like a curtain; Who layeth the beams of his chambers in the waters: who maketh the clouds his chariot: who walketh upon the wings of the wind: 4 Who maketh his angels spirits; his ministers a flaming fire: Who laid the foundations of the earth, that it should not be removed for ever." Some see this as being the chronology of creation. God covers Himself with light (Day 1), He spreads out the Heavens and the waters (Day 2), He creates the angels (Day 2 or early Day 3), He lays the foundation of the earth (Day 3). So, if laying the foundations of the earth is found in Genesis 1:1-5, then angels were created on the first day. If laying the foundations of the earth is in Genesis 1:9-10, then angels were created no later than the first thing on the third day.
