- Now it came to pass, when the wall was built, and I had set up the doors, and the porters and the singers and the Levites were appointed,
- That I gave my brother Hanani, and Hananiah the ruler of the palace, charge over Jerusalem: for he was a faithful man, and feared God above many.
- And I said unto them, Let not the gates of Jerusalem be opened until the sun be hot; and while they stand by, let them shut the doors, and bar them: and appoint watches of the inhabitants of Jerusalem, every one in his watch, and every one to be over against his house.
- Now the city was large and great: but the people were few therein, and the houses were not builded.
- And my God put into mine heart to gather together the nobles, and the rulers, and the people, that they might be reckoned by genealogy. And I found a register of the genealogy of them which came up at the first, and found written therein,
- These are the children of the province, that went up out of the captivity, of those that had been carried away, whom Nebuchadnezzar the king of Babylon had carried away, and came again to Jerusalem and to Judah, every one unto his city;

- The whole congregation together was forty and two thousand three hundred and threescore,
- Beside their manservants and their maidservants, of whom there were seven thousand three hundred thirty and seven: and they had two hundred forty and five singing men and singing women.
- Their horses, seven hundred thirty and six: their mules, two hundred forty and five:
- Their camels, four hundred thirty and five: six thousand seven hundred and twenty asses.
- And some of the chief of the fathers gave unto the work. The Tirshatha gave to the treasure a thousand drams of gold, fifty basons, five hundred and thirty priests' garments.
- And some of the chief of the fathers gave to the treasure of the work twenty thousand drams of gold, and two thousand and two hundred pound of silver.
- And that which the rest of the people gave was twenty thousand drams of gold, and two thousand pound of silver, and threescore and seven priests' garments.
- So the priests, and the Levites, and the porters, and the singers, and some of the people, and the Nethinims, and all Israel, dwelt in their cities; and when the seventh month came, the children of Israel were in their cities.

This chapter opens with a lesson concerning the transfer of leadership. Verse 1 tells us that Nehemiah had completed the task that he had set out to do. The wall of Jerusalem was completely finished, the doors and gates had been erected, and the Temple administration had been established. Once all this was done Nehemiah had fulfilled his responsibilities, so it was time for him to turn over some of the direction of God's people to someone else. The first lesson that I see here is that it is not necessary for me, as the leader, to be in charge of everything. In fact, a good leader may spend much of his time working himself out of a job because he has properly trained others to take his place. Some Christian leaders, particularly pastors, see themselves as being the only ones in the church that have any wisdom, or that can solve problems. No one else can teach the adults, missionaries can give testimonies, but not preach, and all the minutia of church business must be overseen directly by the pastor. As was seen in the life of Moses, this type of leadership is not only harmful to the pastor, but it is detrimental to the congregation as well. Paul instructed Pastor Timothy to take the things that he knew and commit them to "faithful men who shall be able to teach others also" (II Tim 2:2 ). Commitment doesn't simply involve instruction, it also means to entrust. In other words, leaders must be willing to train others, and then hand over the reins so that they can do the work of the Lord themselves.
This leads into the second lesson, which involves the qualifications for spiritual leadership. Verse 2 tells us that Nehemiah chose his brother Hanani to be in charge of Jerusalem because "he was a faithful man and feared God above many." There are many wrong reasons for putting someone into church leadership, and most of them have been tried by churches at one time or another. Some are placed into leadership because they are wealthy, or because it is perceived that they give large sums to the Lord's work. Others are successful businessmen or professionals, so it is assumed that success in the secular world must translate into success in the spiritual world. Others gain their position because they have been in the church for a long period of time, or because their ancestors were charter members, or because they are related to other officers. Some are chosen because they are considered to be smart or clever, or have talents that place them in the forefront of the congregation. Sometimes church politics are involved as men actively campaign for their own election or appointment. In some instances, men have been placed in leadership in an attempt to get them to become more faithful to the Lord. While it may not be wrong to have leaders who are talented, intelligent, successful, and long-time members, those are not the qualifications that the Lord, through Nehemiah, mentions here. He states only two: faithfulness and fearing God. The idea of faithfulness was seen in II Timothy 2:2, where Paul instructed Timothy to commit the truth to "faithful" men. If a man is not faithful in the areas he is currently involved in, he can never be trusted to be faithful in greater areas. A man who can't be trusted to attend all the church services can't be trusted to lead a Sunday School class of impressionable young people. A man who can't be trusted with his own giving to the Lord surely shouldn't be entrusted with the funds that everyone else has given. A man who can't be faithful to take the Gospel to his neighbor can't be trusted to take the Gospel to the mission field. In addition, a leader must fear God more than anything or anyone else. He can't hesitate to do what is right because he is afraid of what someone else might say. His priority must be the Word of God, and not his own feelings or advancement. This really is the irony of the whole thing: those who want to be in leadership because they want to further their spiritual careers are not qualified, but those who are only concerned about pleasing God, and thus may never even have considered themselves qualified for leadership are the ones that God is looking for.
If you are a leader, are you preparing others to take your place? God expects you to. If you are looking for leaders, what are the qualifications that you desire in them? Faithful, God-fearing individuals are the only ones who need apply.
